Twitter has released the latest stable version of Bootstrap 3.0.0. You can go here and download the latest version. They have made this release on 19th August 2013 to celebrate the second anniversary of bootstrap release.
The major change in Bootstrap version 3 will be, mobile-first. There will be no more separate css file for responsive design. responsiveness is combined to the bootstrap.css. Changes in grid system to allow fluidity for mobile first.
